In the past years
the humanitarian relief system has responded to thousands of natural disasters
and complex emergencies and they have helped hundreds of people around the
world, due to this the humanitarian needs are predicted to  rise. In the past decade there has been an increase
in the regularity and severity of natural disasters, rapid population,
urbanization, rising food prices and other global trends, this increase should
be reduced by the economic growth of countries that are most likely to be
affected by these disasters, making it easier for them to prepare adequately and
reduce their vulnerability to the impact of sudden shocks.

In 2005, a
coordination mechanism known as cluster approach was implemented by the United
Nations, it was as an attempt to increase coordination between humanitarian actors
and improve consistency of humanitarian response. However, there were many
challenges associated with this approach. Humanitarian
needs were constantly growing, while funding was not keeping pace with that
growth.

The Kosovo crisis
of 1999 has led the Spanish government to pay much closer attention to
humanitarian assistance. Despite increased funding, Spanish NGOs (Non-Government
Organization) remain relatively weak compared with those of other European
countries. Many rely on government funding and crisis-specific private
donations, this makes Spain vulnerable in times of need. Spain demonstrates ability
for a humanitarian response, and an increasing presence in UN military forces.
In 1999, Spain’s voluntary contribution to UNHCR was $3.15m, making it the sixteenth-largest
donor, and to the WFP $1.68m, the nineteenth-largest contribution.

 

Spain promotes
the strengthening of disaster preparedness activities at all levels, in
particular in hazard-prone areas.  Spain
encourages the United Nations and other relevant humanitarian and development
actors to increase funding and cooperation for disaster risk reduction
activities, including disaster preparedness. 
There is also a dire need to provide dedicated financial contributions
to preparedness, response and recovery efforts in a harmonized, flexible and
complementary manner.

 

 

Taking part in
humanitarian missions is actually quite expensive for budgets of many countries
but we cannot stay away from the world crises if we are able to help. Lately
the number of humanitarian problems is rising and we need to find a new way of
solving them. We need to make new principles of humanitarian donation. We think
that we need not only to react on the humanitarian crises but try to prevent
their appearance and to control safety in the world. As such Spain is ready to
make our humanitarian assistance and coordination system more effective.
